Richard M. Pugh

Dick Pugh founded the firm in 1946, establishing what would become a long-standing tradition of legal service in Northeast Kansas. The son of a coal miner from Osage County, Kansas, he worked his way through both the University of Kansas Business School and the University of Kansas School of Law during the Great Depression.

With few professional connections and little more than determination, he learned of a small law office for sale in Wamego, Kansas and purchased its books, furnishings, and equipment. Shortly after, he opened his practice in the upstairs space above what was then Kaw Valley State Bank in downtown Wamego (now the Wamego Public Library).

In addition to his legal career, Dick served as a Marine Corps officer during World War II, bringing the same discipline and sense of duty from his military service to the practice of law. Professionalism, preparation, and dedication are the values upon which he established the firm and are the same values that continue to shape Pugh & Pugh today.

Ultimately Dick’s work ethic, resilience, and commitment to serving his community built the foundation of a firm that has continued for generations. His practice was grounded in practical legal guidance, strong personal relationships, and a belief that hard work and integrity mattered above all else.
